Healthcare financing: Since 2004 the DRG system has been implemented in the hospital sector, complementing the fee-for-service payments and those related to bed-days. Primary care is financed through age-adjusted capitation, fee-for-service payments for selected areas and basic allowances have been complemented by a quality bonus system implemented in 2006. Private expenditure has been increasing and accounts about 26% of the total spending in 2006.
Medical device industry: Estonia is a small consumer of medical devices and accounts for about 0.2% of the total EU consumption. In 2008 the market of medical devices and supplies was estimated at $183 million. The market is expected to grow by 9.3 % per annum, reaching $291 million by 2013. Over 60 % of the market is supplied by imports and has been increasing over the past years. Majority of imported medical devices is from Sweden, Finland and Germany. Despite the high share of imports, Estonia has a well establish medical equipment industry.
