Healthcare financing: Financing of hospitals is based on budget allocation adjusted by inflation rate. Another source of funding is the fees paid by social security institutions or individuals. Ministry of Health and Ministry of Finance determine the fees for different health services. These fees are not based on the actual cost of these services. The out-of-pocket payments are relatively high in Turkey and studies suggest it could be up to 50 % of the total health expenditures. This is mainly because there is no "national healthcare service". The private sector has expanded rapidly and is mainly located in larger cities.
Medical device industry: The medical device market was estimated at $3 billion in 2005. The growth rate is expected to be between 12 and 14 % per year. Majority of the market is supplied by imports (about 90 %). In 2006, imports amounted to $939.5 million and exports to $121.3 million. The local production involves products that do not require high-technology. There is growing demand for sophisticated laboratory and computerized equipment, cardiovascular surgery, X-ray, anesthesia and intensive care. Market potential is growing due to privatization of healthcare sector.
